Purpose of advice:

In 2005, the IASC cluster approach was introduced as a way to coordinate humanitarian response more effectively. The Gender-Based Violence Area of ​​Responsibility (GBV AoR), established in 2006, is the global-level forum for coordination and collaboration under the cluster approach on GBV prevention and response in humanitarian contexts. UNFPA was designated as the lead agency for the AoR GBV which is part of the Global Protection Cluster (GPC) with UNICEF and assumed sole leadership from 2017. The AoR GBV works collectively to improve the effectiveness and accountability of the humanitarian response to prevent and mitigate the risk of and respond to all forms of gender-based violence and ensure that the action of survivors is recognized and reinforced. There is an increasing effort, especially in protracted crises, to work with development actors (nexus) and to work on preparedness, especially in regions affected by natural disasters.

UNFPA’s Humanitarian Capacity Assessment conducted in 2019 found that the global GBV AoR has progressed positively since UNFPA assumed sole leadership in 2017. In 2019, it was adequately resourced for the first time, but it was not entirely based on UNFPA resource commitments. At country level, coordination by GBV sub-clusters has improved, but there remain under-resourced GBV sub-clusters with dual-hatted coordinators, lack of information management functions and overreliance on the emergency mechanism.

The AoR GBV has a unique structure for advocacy and support on the ground, with a global coordination team, supported by regional experts in Nairobi, Panama, Cairo, Bangkok and Dakar; create a community of GBV stakeholders that spans global, regional and field coordination.

Some of the key milestones achieved by the AoR GBV under the leadership of UNFPA since 2016 include the development of a new vision, mission and two strategies for the AoR; commitment to facilitate the orientation of the Oslo Global GBV 2019 meeting; active engagement with the GPC and child protection in particular, active engagement with the call to action and roadmaps, full implementation of the objectives with the related activities of the AoR GBV capacity development strategy 2015-2020, including the development of a revised GBV coordination manual; developing global minimum standards for GBV in collaboration with UNFPA GBV staff; the support of a community of practice and a GBV AoR helpdesk; support to improve GBV data and information management, from the previous narrow focus on the GBVIMS to a broader understanding of the data required for humanitarian needs assessments, response plans, dashboards and reports, university partnerships (Nairobi Diploma Course, two-week intensive Nigeria, the San Remo GPC and AoR training) and the GBViE management course. These achievements have all been positive and have been achieved with the support of UNFPA core resources.

The evaluation also recommended that UNFPA develop a resourcing plan to ensure that GBV sub-clusters have resources equivalent to those of other clusters with skilled coordinators and technical support. This includes ensuring that UNFPA minimum standards on gender-based violence are met, including the appointment of a sub-cluster coordinator and addressing key coordination challenges, such as high turnover coordination staff, excessive coordination workloads (double/triple hatting) and lack of information management functions within the subgroups.

The GBV AoR team currently coordinates responses in 32 countries that are clusters or similar clusters, but a total of 42 if preparedness contexts are included, and GBV sub-clusters have a total membership of over 2,000 organizations, including local actors and government counterparts in addition to UN and international NGOs. The GBV AoR team is housed in the UNFPA humanitarian office.

NorCap will conduct a Regional GBV AoR Expert (REGA) review within a similar time frame, so sharing relevant information between the two reviews and creating synergies will benefit both.

UNFPA is seeking a consultant/or a team of consultants to conduct a dedicated review of AoR GBV going beyond the scope of the 2019 evaluation where aspects of AoR GBV were discussed in the context of an overall assessment of humanitarian capacity.

The exam will cover:

1/ How UNFPA fulfills its mandate as lead agency for the GBV area of ​​responsibility and reviews how it acted on the recommendations made in the 2019 Humanitarian Capacity Assessment:

  • The extent to which it has leveraged the lead AoR agency role within the IASC system to ensure GBV responses are effectively coordinated on the ground.
  • The extent to which UNFPA leadership commitment (UNFPA representatives and inter-agency GBV coordinators) translates into a systematic and strengthened inter-agency response on the ground
  • Institutionalize the IASC GBV leadership role across the organization.

2/ identify the key areas of added value of the AoR and the axes of improvement and development of the AoR GBV

3/ identify other areas of investigation that could be the subject of future evaluations.

Work’s extent :

Under the supervision of the Global Coordinator, GBV AoR, Deputy Director, Humanitarian Office, the consultant(s) will provide the following deliverables:

  1. Produce an inception report – which provides an overview of research methodology and tools.

It is expected that consultations will take place at global and regional levels. Up to 4 countries where GBV sub-clusters are established should be selected by the consultant(s) in consultation with the review manager at inception. Key informant interviews and focus groups with GBV AoR core members and GBV sub-cluster/sector members are expected, as well as consultations with key stakeholders such as country representatives from the GBV sector. UNFPA, UNFPA Humanitarian Coordinators, HCs, OCHA, UNHCR, UNICEF, Protection AoR, Call to Action stakeholders, etc. Analysis of guidance documents, analytical frameworks, analysis of secondary data and a review of previous assessments should also be included in the methodology.

  1. Perform all data collection including secondary data review.
  2. Organize two debriefing workshops present and discuss preliminary results; one with UNFPA and one with AoR GBV core members and REGAs
  3. Produce a draft review report including findings and recommendations for consideration by the UNFPA Humanitarian Office and the Steering Committee that will be established to guide the process (the Steering Committee will be comprised of relevant HO units, UNFPA Evaluation Office and RHCs and representatives of the 4 target countries). (A report outline to be agreed with HO, with initial recommendations for feedback; considering at least 2 rounds of feedback).
  4. Final report

Expertise and qualifications required:

Education :

Advanced degree in social sciences, gender, health, international relations and related fields

Knowledge and experience:

  • Minimum 15 years of experience in the field of gender-based violence (this expertise is expected as a manager or within the team)
  • Experience in GBV assessment and analysis, GBV AoR, IASC cluster system is a must
  • Experience collecting and analyzing qualitative data
  • Excellent analytical and writing skills
  • Proactive attitude to identify and propose practical measures and recommendations
  • Excellent interpersonal skills and the ability to work effectively in a multicultural and changing environment, communication skills, teamwork, analytical thinking, planning and organization, time management, creativity and innovation, and customer orientation.

Languages ​​:

Excellent written and spoken English. Additional UN language is desirable
